Hampshire CC has agreed its first whistle blowers' charter for staff who want to complain about colleagues, reported the Portsmouth News (16 July, p9).

The social services department is introducing the scheme in October, giving all staff a duty to report bad practice by their peers or superiors.

The charter, called Speak Out, was unanimously passed by the social services committee.

The official who drew up the document, Melanie Holihead, said:

'The key issue about Speak Out is that for the first time the department explicitly states its position in the matter of staff responsibility for reporting bad practice.'
