The council is carrying out a feasibility study after a visit by councillors to Havant's twin town in Germany where a wind farm serves the town.
The council's civic offices have been ruled out through lack of space. David Bridges, architectural, cost and maintenance manager, said two sites within courtyards were too small while other sites were too close to a main road.
The council has an energy reduction programme and wants to cut the electricity it buys in.
'When you calculate the cost of the turbine which is estimated to be£200,000 against the savings on electricity bills, the payback period will be 15 years.
'We usually aim for a payback period of between two and four years,' he said.
