Hereford and Worcester councillors are becoming increasingly frustrated about delays to the timetable for the splitting of the county into two separate authorities, reports The Birmingham Post (p3).

Originally, elections for the new shadow councils were expected to be held this May but the latest draft order under discussion delays the process by at least a year, the paper reports.

One Labour member, cllr Peter Pinfield, says: 'We have been waiting over six months for this latest revision. We still do not know when the order will go to parliament.

'We have had all sorts of excuses but looking at the latest draft none of them stand up. There is no reason whatsoever why government's original timetable for elections this May could not have been stuck to.'
