East Hampshire DC councillor John Palmer wrote in The Independent's letters page (May 10, p15) that the high voter turn out at the recent county council elections, caused by it coinciding with the general election, boosted the Conservative vote.

'The natural turnout at county elections will only improve by switching funding progressively from central government to the council tax payers and by better media coverage and their recognition that council elections exist in their own right an dare not simply an opinion survey on the popularity of central government,' he added.
