The Scotsman (p4) reports that the Highland Council could become the first in Scotland to break government expenditure capping limits.

The authority agreed yesterday in principle to cut more than£11.5m from budgets and reduce its payroll by more than 200 jobs, while also increasing council taxes by 10%.

But, says the paper, the savings would still leave a gap of£2.3m to avoid capping, mainly due to extra money for police and fire services.

Councillors will confirm the budget package on 6 March, when they will receive legal advice on the implications of breaching capping.
