Council officials in County Durham have ordered the dismantling of a front garden rockery, reports the Daily Mail (p26).

The house concerned fronts directly on to the road and the Highways Act says that where there is no footpath, a 1.8 metre (6ft) gap must be left to allow access to public utilities.
