Hilary Armstrong, Labour's local government spokesperson, has warmly welcomed a new report on elected mayors by politics professor at Strathclyde university Gerry Stoker.

She said the report - published on behalf of the Commission for Local Democracy - was 'thought provoking and to be welcomed.'

'New Labour is strongly committed to looking at a range of means to revitalise local democracy and encourage community leadership.

'The status quo is clearly not satisfactory, as this study highlights. We look forward to the debate and formation of ideas within local government generating from this report and Labour party proposals.'
