Hillingdon LBC is proposing that passengers flying through Heathrow Airport pay an extra 25p to their airport tax, to help the authority cope with having the airport in its backyard, the London Standard reports (p19).

The council is facing an£8m deficit this year, largely due to the extra bills for social services, trading standards, planning and highways caused by the airport.

Council chiefs believe they are effectively subsidising a privatised company. The business rates Hillingdon receives from Heathrow's owner, the British Airports Authority, is only a fraction of BAA's millions.
