A director of residential homes who is charged with wilfully neglecting residents, claimed she had never read the principle guidelines governing their care, reports the Independent (p6).

Angela Rowe who denies two counts of ill treating residents and two counts of wilfully neglecting residents, told Kingston crown court in Surrey yesterday that she had never seen a copy of 'Home Life', the national social services regulations which laid down appropriate ways of dealing with mentally handicapped people.
