Home Secretary, Michael Howard, suggested yesterday that young offenders could benefit from 'character building' holidays as long as they were not taken out of the country, the Independent reports (p9).

Answering the Home Affairs Committee, Mr Howard stressed it was not necessary to send offenders to prison every time and that beneficial alternatives existed.
