Homeless people under 18 have difficulty finding secure shelter because they are not eligible for benefits and therefore cannot be classed as statutorily homeless, says The Guardian Society (p6).

Councils often do not want to pay for their placement in shelters or refuges because they did not place them, it says. Its article examines the 'legal vacuum' in which such homeless youngsters exist, and what charity and campaign groups are doing to help.
