The government will announce measures this week to change the homelessness legislation, housing minister Sir George Young told BBC Radio Four's Today programme this morning.

Sir George said the government held on to the principle that statutorily homeless people should not have a right to permanent accommodation ahead of those on the waiting list.

Removing this right would need primary legislation and not just a change in guidance to local authorities, he said.
