A paper commissioned by a left-of-centre think tank is advising the government to spend any spare cash it has on housing and education rather than on health, report BBC Cambridgeshire.

The Institute for Public Policy Research paper says the likely cost of caring for an increasing number of people living to old age has been exaggerated. It expects new technology to allow savings in health spending.
