4,667,000 people were receiving housing benefit in August 1994, secretary of state for social security, Peter Lilley told the Commons (OA 20 March col 3).

The latest estimate of take up was in 1992 when, of those who from the family expenditure survey data appeared to be entitled to claim housing benefit, between 88 and 93 per cent were doing so.

John Marshall, Conservative MP for Hendon South said the cost of the benefit - £10 billion - and the fact that people in Barnet LBC could receive £250 a week - distorted the housing market, and is a disincentive to work.
