Edward Davey, Liberal Democrats ODPM spokesman, said during today's first reading of the Housing Bill (see

'Labour's failing housing policy has led to the lowest number of homes being built in Britain since the 1920s. At the same time the scandalous number of empty homes is growing. Councils need greater powers to increase and maintain the amount of affordable housing in the market.
'Prescott's seller's packs are inefficient and damaging as many potential home sellers will refuse to pay this new poll tax on moving home.
'The government's failure to bring in a tenancy deposit scheme in the Bill is a betrayal of private tenants everywhere, and will infuriate Labour backbenchers.'
