The Guardian (p7) reports that strong opposition is expected from chief constables about the central proposal of the Police and Magistrates Bill, to be published today, which gives the Home Secretary the power to appoint the chairman and some members of local police authorities.

The Criminal Justice and Public Order bill will also be published today and is expected to include tougher measures against squatters, new age travellers and illegal 'rave' parties. The bill also includes new crime prevention grants for high crime areas, reports the paper.
