The new leader of Kingston upon Hull City Council has pledged to ensure the beleaguered council gets 'a clean bill of health' from the Audit Commission by next year.

The council was condemned as the worst-performing in the country, receiving a 'poor' comprehensive performance assessment rating last year - the only non-district council in the lowest category.

Ken Branson (Lab) took over as leader after the Labour group forced out Colin Inglis (LGC, 19 May).

His plans include improving education services and tackling the huge housing stock surplus.
