Welshman Mike Llewellyn-Smith could be the first non- American president of the ICMA. Now city manager of Prospect, Australia, his last UK job was as an architect at the Corporation of London.

A campaign team aims to get Mr Llewellyn-Smith elected in time for the 1997 ICMA conference in Vancouver - a rare sortie outside the US.

He has just completed two years on the ICMA board as an international vice-president but would be seriously challenged by the 'Buggins's-turn' principle.

But his campaign manager, Dan Kleman, a former ICMA president, believes the time is right for a truly international president.
