The Association of London Government has welcomed home office minister Barbara Roche's call for an open debate on the key workers' shortage and immigration.

Ms Roche said: 'Economically driven migration can bring substantial overall benefits for growth and the economy. In the UK we are seeing the emergence of labour shortages in key areas.

'What we need is a genuine debate on the benefits and challenges of managed migration.'

Councils have turned abroad to recruit teachers and social workers (LGC, 8 September). Essex CC has offered social workers£1,000 loyalty payments.

ALG equalities spokesman Sanjay Dighe welcomed Ms Roche's speech and said London's high number of asylum seekers could be a solution rather than a problem.

He added: 'When considering employment and immigration issues statutory bodies should not ignore the skills and abilities of migrants, including refugees.'
