Local government secretary Stephen Byers today announced an implementation plan time-tabling the practical steps the government will take to realise its new vision

for local government.

This takes forward the government's local government white paper

proposals which aim to give local councils substantial new freedoms

to respond to the needs of their local communities and establish a

new partnership between central and local government to deliver high

quality public services to local people.

Announcing the publication of the local government white paper

implementation plan which is available on the DTLR website from

today and which will be updated monthly, Stephen Byers said:

'This plan demonstrates the top priority the government is

giving to delivering improved public services and local government's

key role in achieving this.

'Our white paper proposals set out a new vision for local government

to provide a new partnership approach with central government and

substantial new freedoms for local authorities to enable them to

respond better to the needs of their local communities.

'The government is committed to taking forward this agenda in an open

way and working with local government to implement the proposals as

soon as practically possible. That is why I am today publishing on

the department's website an implementation plan.

'Implementing this plan will have a profound affect on the

opportunities and quality of life for people in our towns, cities and

countryside - improving children's education, providing better care

for the vulnerable, making communities safer and cleaner places to

live in and improving public transport.

'This plan presents a timetable to improve local services. It sets

out clearly how and when the government plans to take forward this

important agenda.

'In particular, good progress has been made in implementing the

capital finance reforms. Today, I am also publishing A New System of

Local Government Borrowing - A Plain English Guide, which explains

the government's commitment to give local councils freedom to raise

money for the projects people really want and what it will mean for

them.'
