The High Court has ruled councillors cannot escape punishment for breaches of the code of conduct through a genuine belief they acted correctly.

Waverley BC councillor Victor Scrivens (Lib Dem) appealed against the Adjunction Panel for England's decision on the basis he had 'reasonably but mistakenly' believed he had no declarable interests.

Councils let most construction contracts solely on price, despite government encouragement to look for best value by taking account of quality.

A survey by LGC's sister title Construction News found 80% of councils had awarded their most recent contracts to the lowest bidder.

This is despite trends in the construction industry towards long-term partnering between clients and contractors, and towards consideration of the whole-life costs of a project.
