A future government might outlaw in-house bids for council services because of the unfair advantage they enjoy under European law, a contractors' spokesman predicted.

John Hall, director of the Business Services Association, said the European Union's Acquired Rights Directive made it almost impossible for his members to make a profit.

He said a future Conservative or even a Labour government might consider preventing in-house bids to keep market testing of public services on track.
