An in-house team for council tax collection and benefits is significantly outperforming a neighbouring council which contracted the service out.

The first Audit Commission report on London performance indicators found the percentage of council tax benefit applications processed by the in-house team at Richmond upon Thames LBC is double that of the provision by private firm EDS for Kingston upon Thames LBC.

Over the past fours years the number of claims processed by Richmond upon Thames has increased while EDS has overseen a reduction of more than 40% in benefits claims processed within that time.

EDS lost a contract with Wandsworth LBC last year (LGC, 11 September 1998).
