A meeting of Whitehall's permanent secretaries resulted in a warning to the government that some of its policies have encouraged the growth of an underclass in Britain, the Sunday Telegraph reported (Feb 12, p1).

According to the paper, a minute of the meeting said the policy of offering cash incentives to local authority and housing association tenants to move out of social housing had promoted the growth of inner city ghettos.

Also cited were education policies which discouraged schools from targeting disaffected pupils and increasing reliance on housing benefit.
