An investigation into a breach of civic privileges has cleared the Liberal Democrats in Birmingham of breaking election rules but found them guilty of a 'regrettable error of judgment', reports The Birmingham Post (p4).

The row centred on Lib Dem Euro election leaflets featuring former Birmingham lord mayors Paul Tilsley and Sue Anderson in their mayoral regalia.

Tories claimed the Lib Dems were using 'dirty tricks' to boost their campaign but following an inquiry by Stuart Dobson, director of legal services at the city council, members were told the complaint didn't breach election rules.
