Speaking at the annual conference of the Association of Directors of Social Services in Edinburgh, shadow health secretary Chris Smith pledged that a Labour government would insist that social services departments be represented on every health trust board.

'It is ridiculous to exclude social services departments from the planning of secondary care, as many NHS trust boards currently do,' said Mr Smith.

'The crisis at Hillingdon hospital this week has shown that it is vital for SSDs and hospitals to work very closely together.

'For that reason a Labour government will, as one of its first acts, require every NHS trust to include on its board a nominee of the local social services department.'
