Finance directors should stop seeing revenue and benefits departments as the 'sacrificial lamb' to protect the rest of the finance function from CCT, IRRV council member Bill Lovell told delegates.

He said they were not the ideal candidates for competition as is often claimed. The complexity of the service meant contract management was expensive, wiping out any savings.

Mr Lovell said losing revenues collection to the private sector would close off potential savings from technology. Competition was not a problem, it was the compulsion which created difficulties.
