Council revenue departments should undertake a fundamental review of how they provide services in order to survive CCT, according to Bill Thomas, management consultant with Deloitte and Touche Consulting Group.

'To be effective you must re-engineer,' he said. 'You have to ignore what was there before and start with a clean sheet.'

Mr Thomas said simply automating existing systems with new technology, such as document image processing, was pointless if the way an organisation worked was flawed.
