The complex best value regime and its 192 performance indicators would tax the patience of the most dedicated bureaucrat, according to The Guardian (Society, p43).

An article in the Finance pages talks about the new system which will replace compulsory competitive tendering when it expires in the spring. The government has said it will intervene if services are not being run well, but doing this properly may take up all the government's time and resources.

Local government minister Hilary Armstrong does not concur with arguments that best value is a refined version of CCT.

The Local Government Association complains that the 192 performance indicators are over-prescriptive.
