A leading firm of CCT consultants this week warned that councils considering packaging IT with finance work could be brokering the 'marriage from hell'.

Barony Consulting director Ken MacNeill said packaging the services together, as predicted by the Society of Information Technology Management, would be dangerous: 'As finance CCT becomes increasingly IT driven this will open the field for many of the large players. Conversely, it may restrict competition by excluding some of the new players from bidding.

'An authority which outsources or loses both systems and service provision to the same contractor will be more exposed in the event of services failure.'
