Theresa May, shadow secretary of state for education, said:

'David Blunkett is all talk. The common sense thing to do is to give all schools their budgets directly.

'The Conservatives will make all schools Free Schools - free from David Blunkett's bureaucracy and constant interfering. We will give schools their budgets directly, and allow them the freedom to spend it as they think best.

'If David Blunkett wants heads to have freedom over their budgets, why did they reject just such proposals put forward by the Conservatives in the house of commons on Tuesday.'
