A jailed councillor who sparked uproar when he carried on claiming£50 a month expenses has spoken out from his cell.

Michael Rowley (45), a Liberal Democrat member of Test Valley BC, was jailed for 12 months for attempting to procure a 14-year-old boy to commit an act of gross indecency.

He has defied pressure to resign, claiming a pending appeal against conviction will vindicate him (LGC, 1 April).

In a letter from prison to the Andover Advertiser, he writes: 'The chief executive is quite right in that there is nothing to stop me carrying out my work as a councillor. I have daily access to the telephone, letters and regular visitors and can be contacted via Beech Hurst [civic offices].'

His letter also says he will not seek re-election.
