Public health minister Tessa Jowell has promised councils a prominent role in improving public health.

Speaking in Nottingham on Monday at a conference on 'health for all', Ms Jowell said: 'We must create an inclusive strategy based on innovative, created, lively and committed partnerships.

'Government, local and health authorities, businesses, voluntary organisations, local community groups and individuals must all be actively involved.

'We need to break free of the artificial bureaucratic boundaries which have constrained progress in the past.'
