Commenting on the decision* by Ruth Kelly to postpone the launch of the local government white paper until after the summer recess, Liberal Democrat shadow local government and communities secretary Andrew Stunell said:

'I hope that the delay will now be used as an opportunity for the minister to join up her thinking with that of Sir Michael Lyons.

'The question of what local government is for, and how that should be paid for, must come before the question of how it should be restructured.'
