Kent CC has signed a five-year deal worth£2.7m with Telenor

Business Solutions. Telenor will host applications from the Oracle 11i

E-Business Suite for Kent CC, as well as providing it with

network connectivity and a disaster recovery service. The deal will assist

Kent in meeting central government's initiative to provide services to UK

citizens online by 2005.

The deal sees Kent CC outsourcing the hosting of its financial

and human resources (HR) applications. Telenor Business Solutions will

provide Kent with a fully managed Oracle service, including

the database, application server and first-line Oracle E-Business Suite

administration. The solution will be hosted in ServerBank, Telenor's

secure data centre in Manchester. Due to the business critical nature of the

solution, considerable resilience has been provided via a disaster recovery

site based in Telenor's additional hosting facility in London.

Kent CC has initiated a three year development programme called the Kent

Support Services Improvement Programme (KSSIP) which aims to ensure that

Kent CC provides one of the most effective and cost-efficient

financial and staff management services in UK local government. KSSIP has

established common finance and HR business processes across the whole of the

council and have consolidated four separate HR systems into one. Improving,

and outsourcing these back-office administrative processes eliminates

support input from the IT department leaving them free to focus on the aims

of KSSIP which ultimately aims to enhance front-line services delivery to

people living in Kent. These systems will also provide a sound platform for

the wider development of electronic services in the community.

Craig Griffin, programme director for KSSIP at Kent CC,

commented:

'We are working with Telenor Business Solutions because they offered us a

secure environment to host our business critical systems in Financials and

Human Resources. We were also impressed with their Oracle experience and

ability to offer us multi disciplinary support.'
