Roy Prye, education director of Kent CC has slammed the government's opting out policy as 'confusing, incoherent, wasteful and corrosive.', the Times Educational Supplement reports on its front page.

The TES says the call for an inquiry into the policy will embarrass ministers poised to announce details of the funding agency due to take responsibility for financing GM schools next year.

Roy Prye has spent four years as education chief in an authority which, until last May's election, was regarded as a test bed for radical Tory policies, the paper reports.
