The Local Government Commission's recent report recommending that Cambridgeshire, Lancashire and Kent should keep their two-tier structure is expected to be referred back for reconsideration by environment secretary John Gummer, reports The Guardian (p6).

Prime minister John Major is known to have been disappointed at the Cambridgeshire recommendation, which includes his Huntingdon constituency, the paper reports.
