The proposal to introduce proportional representation in council polls - contained in yesterday's Kerley Report on Scottish electoral reform - is likely to create difficulties for the Labour/Liberal Democrat Scottish executive, reports The Financial Times (p4).

PR for local government was part of the coalition deal between the two parties after elections to the Scottish parliament last year.

The report recommends the single transferable vote system to elect councillors. Donald Dewar, Scotland's first minister, is to take personal control of the ministerial sub-committee to examine the proposals.
