Kirklees council is to distribute 21,000 low-energy light bulbs to tenant's homes as part of a £300,000 project dubbed 'KEEP' - Kirklees Energy Efficiency Programme, the Daily Mail reports (p18).

Unemployed people will get their bulbs free while others will be charged the cost price of £6.50.
