The Times (p9) reports that Labour has accused the government of complacency over school standards after disclosing that the number of schools failed by inspectors had doubled in a year.

But the paper says that Ofsted, the school inspection agency, said there had been no rise in the proportion of failing schools.

The increase in failures merely reflected the growth in the number of schools inspected.
