Labour councils must lead the drive to get young people disenfranchised by the poll tax back on the electoral register, shadow local government minister Hilary Armstrong told the conference.

'The poll tax not only wasted our money but wasted our democracy. Too many young people dropped off the electoral register. We must commit ourselves to get them back,' she said.

'Our next government will only connect with these people if local government does.'
