This was the second year the party had made the awards, as part of its campaign to generate good publicity for Labour- dominated local government.

The winners were Birmingham City Council for innovation in education, Kirklees MBC for Kirklees Stadium, Coventry City for investing in manufacturing industry, Croydon LBC for risk management, Nottingham City for cutting energy consumption, and Brighton BC for its business guide and civic newspaper.
