The Scottish Labour Party has announced it will not return business rates to council control unless a new task force finds that the move will strengthen local economies.

Shadow Scottish secretary George Robertson announced the policy last week. He invited representatives of the Scottish chambers of commerce, the Federation of Small Businesses, Scottish councils and the Scottish Trades Union Congress to join a new committee he will chair.

This would be specifically charged with discussing the implementation of localised business rates.
