A Labour government would introduce new controls to ensure that the private finance initiative did not create spending commitments that could not be met in future years, reports The Independent (p18).

Alastair Darling, shadow chief secretary to the treasury, said: 'The government must put in place such controls immediately. If they don't we will.'

Mr Darling added that while Labour supported the PFI, it would place greater emphasis on making it a genuine partnership between the public and private sector.
