Labour has sent out a 'shadow government circular' to Scottish councils telling them to prepare for the abolition of nursery vouchers.

The much-criticised voucher scheme goes national in Scotland in August. Scottish Labour's education spokeswoman Helen Liddell pledged that money saved from the 'paper chase' of the voucher scheme would be used to pilot early excellence centres for pre-school education under a Labour government.

Meanwhile, Scottish education minister Raymond Robertson this week told parents that they will receive their voucher application forms in early March, even though the current four authority pilot exercise - designed to test out the scheme - runs until April. Vouchers will be issued in May.
