Labour is to announce plans to end the autonomous private business status of Scotland's 22 local enterprise councils by turning them into local subsidiaries of the two national agencies Scottish Enterprise and Highlands and Islands Enterprise, The Herald reports (p1).

The changes fall far short of calls to democratise the entire network by handing powers to local authorities, the paper says.

Under Labour's plans, LECs will be free to appoint their own boards, but they will be expected to include local government representatives.
