Labour spokesmen said the government should be embarrassed by its submission to the EC for structural funds which includes parts of London and the south east, reports The Guardian (p2).

Derek Fatchett, Labour's industry spokesman said more areas of industrial decline and high unemployment were now included in the bid - the first such application to Brussels for four years.

'On the one hand the government claims economic recovery is under way, on the other they submit large tracts of Britain - including the South - for EC depressed area assistance,' said Mr Fatchett.
