Proposals by the Labour party to create a powerful new party chairman's role, with which the local government minister Hilary Armstrong's name had been linked, are likely to be watered down.

It has been suggested that there is a need for senior member of the government who could co-ordinate presentation of policies, reported Sunday Business (p18).

It now seems likely that, to avoid conflict with the party's national executive committee, the job will be handed to a member of the government with the title minister without portfolio.
