The government's pilot programme to test its pre-school voucher scheme has been labelled a sham by Labour's Scottish education spokeswoman Helen Liddell, the Herald reports (p6).

Although the one-year pilot in four councils runs until April, Raymond Robertson, the Scottish education minister, has already announced that application forms will be sent out to eligible parents in March and vouchers issued in May.

'So much for the pilot process', said Liddell. 'This is no more than desperation in the run-up to the general election. No extra places have been provided by the government under this scheme'.
