A national think-tank has today criticised two of Labour's five election pledges, reports The Scotsman (p7).

In its quarterly review of economic policy, the National Institute for Economic and Social Research state that Labour's plans for using the proceeds of the windfall tax are bad value for money and suggests that the proposal for reducing class sizes for all five, six and seven year olds is not the best use of resources.
